Chapter 7 — Episode 7

**Beginning:** The episode opens with Kaneki encountering a distressed Hinami in the street, who tells him something is wrong with her mother, Ryouko. They rush to the scene, where CCG investigator Mado is already confronting Ryouko, taunting her as she tries to protect her child. The only thing Kaneki can bring himself to do is cover Hinami's eyes to shield her from witnessing her mother's death. **Middle:** Following Ryouko's death, a memorial service is held for CCG investigator Kusaba, who was killed during the operation, while Mado notably fails to attend. Amon and his colleague Nakajima mourn Kusaba's loss at a diner, reflecting on his character. A superior warns Amon and his team to quickly resolve the situation in the 20th Ward, as a major operation in the 11th Ward is approaching. Then, Kaneki confronts Touka and tells her that witnessing Ryouko's final moments made him realize that losing someone close — whether human or ghoul — is equally devastating. **Finally,** Kaneki declares that he refuses to remain passive any longer and asks Touka to let him help, though he states he will not kill any investigators. At the very end, mask-maker Uta personally delivers Kaneki's completed ghoul mask, fitting it on him and approving the result, signaling that Kaneki is preparing to take on a more active role as a ghoul.
